NISS, committed to transparency in its processes, presents the guidelines for acquiring real estate units in the categories of social interest and affordable housing.
Income Categories and Requirements:
HIS 1: Maximum limit of R$ 266,000.00 (Two hundred and sixty-six thousand reais) and intended for families with a monthly income equal to or less than 3 (three) minimum wages.
HIS 2: Maximum limit of R$ 369,600.00 (three hundred and sixty-nine thousand and six hundred reais) and intended for families with a monthly income equal to or less than 6 (six) minimum wages.
HMP: Maximum limit of R$ 518,000.00 (five hundred and eighteen thousand reais) and intended for families with a monthly income of 10 (ten) minimum wages or less.
R2V: No monthly family income limitation
In accordance with Municipal Decree No. 64.006/2025, we would like to inform you that people who do not fall within the income brackets may, provided that they commit to allocating the unit, by means of a lease and observing the rent ceiling, to families who meet the income criteria required by law.
The units classified as Social Interest Housing (HIS) and Popular Market Housing (HMP) are housing types with urban incentives provided for in municipal legislation, designed to serve the low- and middle-income population, defined by the urban legislation of the municipality of São Paulo.
HIS/HMP units must be intended for people whose family income falls within the following limits, as set out in Municipal Decree No. 64.006/2025 (or any rule that may replace it):

In order to purchase or rent HIS/HMP units, it is necessary to prove that the final recipient of the unit falls within the income brackets required by law. To do this, an income classification certificate must be obtained.

It is possible to buy HIS/HMP units even if the buyer does not fall within the income brackets, as long as the unit is intended to be rented out to families that do fall within the brackets, and the ceiling of 30% of the monthly family income envisaged for the unit must be observed.
